The Special Tribunal reports to the DVC Transformation and operationally linked to the Office of the Inclusivity & Change. The governance of the Special Tribunal is informed by procedures that are enabled by the revised policy for Sexual Misconduct, which was approved in December 2020.

The University of Cape Town maintains a survivor-centered approach and has developed a formalised specialised structure, the Special Tribunal, to deal with sexual misconduct. The aim of the Special Tribunal was established to expedite sexual misconduct cases.  

The objectives of the Special Tribunal are among others, to ensure that the process is survivor-centred and streamlined, and that it uses appropriately qualified and skilled staff in the assessment of cases. The Special Tribunal also aims to ensure that the entire process is compliant with internal policies, external legislation and policy obligations in synergy with the rights of the accused.

One of the extraordinary procedures that were developed by Anne Isaac, who leads the Special Tribunal, is the use of alternative methods of leading evidence. The addition of assessors with a background in SGBV has helped to ensure that a more survivor-centred process is followed.
